Changing IP of NS3 and NS0

The DNS servers NS3 (former IP: 45.91.94.110) and NS0 (former IP: 185.213.26.129) have got the new IPs. You can find the new IPs on a subscription page (https://dash.deepwebvpn.net/en/subscriptions/configs).

Also RU2 (Saint-Petersburg, Russia) and SE1 (Stockholm, Sweden) servers have been got a new configs. Update the configs please.
